摘要
实现碳达峰碳中和目标,推动经济社会发展绿色转型的根本动能是绿色技术创新。针对绿色技术创新项目存在回报率低、周期长和不确定性,难以取得传统金融机构的融资支持问题,提出建立包括绿色信贷、绿色债券、绿色股权、绿色保险等多层次的绿色金融体系,推动绿色技术创新、绿色金融与市场机制有效衔接,带动更多社会资本、扩大股权投资规模,为绿色技术创新注入金融活水。
Green technology innovation is the substantial driver to actualize China’s environmental commitments in carbon emission ceiling and naturalization and pushing its transition to green society and economy.Given low investment returns,long life cycles and great uncertainties leading to difficulties in obtaining finances from traditional financial institutions.A pro-green-technology-innovation financial system,which incorporates green credit,green bond,green equity,green insurance,etc.,is needed to provide dynamics to green technology innovation by effectively linking green finance with market mechanism,encouraging private capital and expanding equity capital investment.
