摘要
为解决我国政府科技投入区域间差异,提高高校科研成果产出转化率,使用2008—2018年我国各省份分地区面板数据对高校科研投入产出进行超效率DEA测算,并利用泰尔指数分析东中西部高校科研产出效率之间的差异,检验政府科技投入对高校科研产出的影响。研究表明我国东中西部地区高校科研投入产出的基尼系数均大于0.4,由于政府科技投入区域间不均衡,导致不同地区高校科研产出效率存在较大差异,政府科技投入对高校科研产出在区域间表现出明显的“马太效应”。研究认为应从多个方面对“马太效应”进行治理,政府应该重点关注低投入高效率的省份,增加科技经费投入力度,建立联合科研平台,实现跨区域的科研合作联盟,既可以调节“马太效应”带来的不良影响,又可以促进高校科研能力稳步提升。
In order to solve the interregional differences in scientific and technological input of our government and improve the output transformation rate of scientific research achievements in universities,using the panel data of various provinces in China from 2008 to 2018 to measure the super-efficiency DEA of scientific research input and output in universities,and by the analysis of the Theil index,the paper analyzes the difference between the scientific research output efficiency of universities in the eastern,central and western regions,and examines the impact of government scientific and technological input on the scientific research output of universities.The research shows that the Gini coefficient of scientific research input and output of universities in the east,central and western regions of China is greater than 0.4;At the same time,due to the imbalance between regions of government scientific and technology input,there are great differences in the efficiency of scientific research output in universities in different regions.The Matthew effect of government scientific and technological input on the scientific research output of universities shows obvious in different regions.The research suggests that the Matthew effect should be governed from many aspects.First,government should focus on provinces with low investment but high efficiency and increase investment in science and technology.Secondly,government should establish a joint scientific research platform and realize cross-regional scientific research cooperation alliances which can not only regulate the adverse effects of the Matthew effect,but also steadily promote the research capacity of universities.
