基本公共文化服务体系的评价是促进我国公共文化服务体系升级发展,迎接社会发展挑战的关键之举。将可及性引入基本公共文化服务评价中,探究基本公共文化服务可及性的影响因素成为应有之义。可及性内涵决定了探究基本公共文化服务可及性的影响因素,需从供给系统和需求系统出发。通过研究,分析得出政策制度环境评价中的设施建设政策、资金扶持政策;供给系统的信息公开程度、服务时间安排;公众支付交通费用和进入费用的意愿都正向影响基本公共文化服务可及性。其中,公众收入状况以及受教育程度因素对基本公共文化服务可及性的影响无显著性。基于此,从宏观政策、供给系统管理层面、公众文化需求特征提出提升基本公共文化服务可及性的相关政策建议。

The evaluation of the basic public cultural service system is the key move to promote its upgrading of the system in China,and meet the challenge of social development.Accessibility is introduced to the evaluation of basic public cultural services and it’s the responsibility to explore the influencing factors of the accessibility.The connotation of accessibility determines the exploration starts from the supply system and the demand system.Through research and analysis,the facility construction policies and financial support policies in the policy system environment evaluation,the timing of information disclosure of the supply system and the willingness to pay transportation expenses and access costs positively affect the accessibility of basic public cultural services.Among them,the impact of public income and education factors on the accessibility of basic public cultural services is not significant.Based on this,relevant policy suggestions on improving the accessibility of basic public cultural services are put forward from the level of macro policy,supply system management and the characteristics of public cultural demand.
