动物疫情公共危机中多元主体协同治理机制研究——以G市非洲猪瘟事件为例

Research on the Governance Mechanism of Multi-subject Coordination in Public Crisis of Animal Epidemic:Taking African Swine Fever Incident in G City as an Example

动物疫情公共危机突发、频发的新形势,对政府传统单一主体的公共危机治理模式提出了挑战。G市非洲猪瘟疫情公共危机治理,反映出当前我国动物疫情公共危机协同治理过程中存在的一些共性问题。政府想要破解当前动物疫情公共危机治理的难题,需要广泛引入非政府参与主体,积极探索构建以政府为主导,多主体、全过程的动物疫情公共危机协同治理新模式,以实现政府与非政府多元主体的协同整合、共同治理,最终达到动物疫情公共危机的高效治理。

The new situation of sudden and frequent public crisis of animal epidemic has challenged the traditional single-agent public crisis management model of the government.The public crisis management of African swine fever in G city reflects some common problems existing in the cooperative management of public crisis of animal epidemic in China.Some steps should be taken to deal with the problems appeared in public crisis of animal epidemic,including widely introducing non-government participation main body and actively exploring a new public crisis governance mode that multiple subjects participate in the whole governance process of the crisis under government control.Only in these ways can the coordination between the government and multiple subjects be realized,an efficient governance of public crisis of animal epidemic be finished.
