本文围绕“十四五”规划纲要中把社会治理聚焦在“构建基层社会治理新格局”这一战略部署,对其实践、理论、政策逻辑进行了分析。实践逻辑是,近十几年来党中央推进社会管理、社会治理创新,各地在基层探索社会治理和基层体制改革,互联网广泛应用促进了公共服务便利性,造成了社会结构扁平化;理论逻辑是,基层治理创新和基层体制改革突破了中国传统的基层治理理论,把国际上有关经验理论本土化,在信息化数字化基础上发展改革创新,探索具有中国特色的基层社会治理理论;政策逻辑是,“十四五”时期构建基层社会治理新格局,必须把夯实基层人民生活作为民生基础,把家庭和社区作为基层社会治理基本单位,不断推动社会和政府数字化转型,提高基层干部和居民数字化应用能力,用中国的实践创建具有中国特色、中国风格、中国气派的社会治理学科体系、学术体系、话语体系,为基层治理创新提供理论支持,讲好基层社会治理的中国故事。

This paper focuses on the strategic deployment of"building a new pattern of grass-roots social governance"in the outline of the 14th five year plan,and analyzes its practice,theory and policy logic.The practical logic is that in the past decade,the CPC Central Committee has promoted the innovation of social management and social governance,and various localities have explored social governance and grass-roots system reform at the grass-roots level.The wide application of the Internet has promoted the convenience of public services,resulting in the flattening of social structure;The theoretical logic is that the innovation of grass-roots governance and the reform of grass-roots system break through the traditional Chinese theory of grass-roots governance,localize the relevant international experience and theory,develop reform and innovation on the basis of informatization and digitization,and explore the theory of grass-roots social governance with Chinese characteristics;The policy logic is that to build a new pattern of grass-roots social governance during the"14th five year plan"period,we must take consolidating grass-roots people's lives as the foundation of people's livelihood,take families and communities as the basic units of grass-roots social governance,continuously promote the digital transformation of society and government,improve the digital application ability of grass-roots cadres and residents,and use Chinese practice to create a society with Chinese characteristics,Chinese style,and harmonious society The Chinese style of social governance discipline system,academic system and discourse system provide theoretical support for grassroots governance innovation and tell a good Chinese story.
