常态化疫情防控下海事执法履职方式的创新

The Innovation of the Style of Function Perform of Maritime Law Enforcement Under the Normalized Epidemic Prevention and Control

新冠肺炎疫情暴发以来,面对“外防输入、内防反弹”的常态化疫情防控,传统的海事现场执法困难重重,当面沟通、信息交换、物证提取等执法的必要环节均存在传播疫情的风险,保持社交距离、进行电子数据交换成为特殊时期必要的工作方式。通过梳理疫情防控要求和新形势下国内外海事主管机关创新执法方式的探索实践,提出进一步完善海事执法履职方式的建议。

Since the outbreak of the COVID-19 pandemic,under the normal prevention and control against the pandemic focusing on“preventing external input and internal rebound”,the traditional on-site maritime law enforcement is confronted with many difficulties when risks of infection exist in such necessary links as face-to-face communication,information exchange and material evidence collection.To maintain social distance and conduct electronic data exchange has become essential in the special period.The paper studies the attempts and practice of the maritime administration both at home and abroad in making innovations in law enforcement under the requirements for COVID-19 prevention and control as well as the new circumstances,and proposes suggestions on improving the patterns of maritime law enforcement and duty performance.
