摘要
工业用地存量转型对上海建设具有全球影响力的科技创新中心具有积极意义。盘活存量工业用地,是提高土地利用效益和产业转型的重要途径。通过多元化产业引导方式,将存量工业用地重新开发,提高土地开发强度,提升工业产值税收,孵化高端产业领军企业,并拓展新的产业投资模式,为企业扩大生产、持续创新研发提供健康可持续发展的产业生态系统。精细化、集约化、智能化、生态化的工业用地开发模式将取代原有粗线条的开发模式。通过具体案例,探讨项目管理通过产业定位研究,重新定义边界条件,变被动为主动,寻求盘活土地资源的合理路径,探索全新的产业园开发模式。
The transformation of industrial land stock is of positive significance for Shanghai to build a science and technology innovation center with global influence.Revitalizing the stock of industrial land is an important way to improve land use efficiency and industrial transformation.Through diversified industrial guidance,the existing industrial land will be redeveloped,the land development intensity will be improved,the industrial output tax will be increased,the leading enterprises of high-end industries will be incubated,and new industrial investment modes will be expanded,so as to provide a healthy and sustainable industrial ecosystem for enterprises to expand production,continuous innovation and R&D.Fine,intensive,intelligent and ecological industrial land development mode will replace the original thick line development mode.Through specific cases,this paper discusses the project management,redefines the boundary conditions,changes the passive into the active,seeks the reasonable path to revitalize the land resources,and explores a new industrial park development mode through the study of industrial positioning.
