Limitations and Optimization of Network Platform Participating in Content Governance

随着互联网新技术新应用新业态的发展运用,网络平台媒体属性不断加深,网络信息传播呈现去中心化、实时化、智能化特点,网络平台参与网络信息内容治理的趋势日益突显。然而,平台作为私主体,存在容易侵害公民权益、逃避正当程序约束等缺陷,导致网络平台参与信息内容治理的困境,需要从强化安全保障义务、加强行政监管、健全投诉举报机制等方面不断加以优化,并建立起综合治理机制化。

With the development and application of new Internet technologies,new applications and new formats,the media attributes of network platforms have continued to deepen,and network information dissemination has shown decentralized,real-time,and intelligent characteristics,and the trend of network platforms participating in network information content governance has become increasingly prominent.However,as a private subject,platforms are vulnerable to infringements on citizens'rights and evasion of due process constraints,leading to the dilemma of online platforms participating in information content governance.It needs to be continuously optimized in terms of strengthening security guarantee obligations,strengthening administrative supervision,and improving complaints and reporting mechanisms,then establish a comprehensive governance mechanism.
