江苏省体育舞蹈运动协会实体化改革瓶颈及对策研究

Research on the Present Situation and Development Countermeasures of the Materialization Reform of Jiangsu Sports Dance Association

体育社团作为体育事业发展不可或缺的部分,是体育强国的重要组成部分,也是体育体制改革的重要内容。江苏省作为全国全面深化改革的排头兵,就省属体育社团改革方面明确提出体育社团应进行实体化改革,扩大会员数量和规模,增强社团自我造血功能。运用文献资料法、问卷调查法、专家访谈法等研究方法对江苏省体育舞蹈运动协会组织实体化、经济实体化和内部制度实体化改革进行深入探究,研究表明:(1)省体育舞蹈协会在组织实体化、经济实体化、内部制度实体化三个维度改革中均暴露出诸多问题,主要体现在制度体系不健全、“去行政化”进程缓慢以及市场化开发程度不高等方面。(2)江苏省体育舞蹈运动协会应依托本省独特的经济资源和人口资源,以市场化开发为抓手,制度改革为保证进行实体化改革,进一步加强协会内部建设和增强自身“造血”功能。(3)江苏省体育舞蹈运动协会实体化改革需要将全民健身战略与体育强国建设紧密联系在一起,三者互哺互辅,相互依存才能实现质的飞跃,才能为江苏省体育舞蹈运动协会实体化改革服务。

As an indispensable part of the development of sports,sports associations are not only an important part of sports power,but also an important content of sports system reform.As the vanguard of comprehensively deepening the reform in China,Jiangsu Province clearly puts forward that sports associations should carry out substantive reform,expand the number and scale of members and enhance their self hematopoietic function.Using the methods of literature,questionnaire and expert interview,this paper makes an in-depth exploration on the organizational materialization,economic materialization and internal system materialization reform of Jiangsu Sports Dance Association.The research shows that:(1)many problems are exposed in the three-dimensional reform of organizational materialization,economic materialization and internal system materialization of Jiangsu Sports Dance Association.It is mainly reflected in the imperfect system,the slow process of“de administration”and the low degree of market-oriented development(.2)Jiangsu Sports Dance Association should rely on its unique economic and population resources,focus on market-oriented development,and carry out substantive reform to ensure system reform,so as to further strengthen the internal construction of the association and enhance its“hematopoietic”function.(3)The substantive reform of Jiangsu Sports Dance Association needs to closely link the national fitness strategy with the construction of a sports power.The three feed and complement each other and depend on each other,so as to achieve a qualitative leap and serve the substantive reform of Jiangsu Sports Dance Association.
