广东省“一河(湖)一档”建立工作浅析

An Analysis of the Establishment of“One River(Lake),One File”in Guangdong Province

针对河长制湖长制中加强水资源保护、加强水域岸线管理保护、加强水污染治理、加强水环境治理、加强水生态修复等主要任务,广东省首次建立“一河(湖)一档”,以期摸清、掌握河湖水系底数和现状,明确河湖管护责任,为压实各级河长湖长履职提供重要基础资料。该文梳理了广东省首次“一河(湖)一档”建立工作的整体过程与成果,分析了建档过程中暴露出的问题与克服的疑难杂症,总结提炼出广东省河湖档案建立特有的工作经验和工作亮点,并针对广东省河湖实情以及首次建档工作暴露出的问题提出主要解决对策与建议。

Aiming at the main tasks of strengthening water resources protection,enhancing water shoreline management and protection,strengthening water pollution control,reinforcing water environment management,and enhancing water ecological restoration in the river chief system and lake chief system,Guangdong Province has established for the first time“one river(lake),one file”policy,in order to find out and grasp the base and current status of the river and lake water system,clarify the management and protection responsibilities of the river and lake,and provide important basic data for compacting the performance of the duties of the long lake leaders at all levels.This article sorts out the overall process and results of the first establishment of“one river(lake),one file”in Guangdong Province,analyzes the problems exposed in the archival process and the intractable difficulties overcomed.The article also summarizes and extracts the unique work experience and highlights of the establishment of river and lake files in Guangdong Province.The main solutions and suggestions for the actual situation of rivers and lakes in Guangdong Province are put forward to solve the problems exposed in the first filing work.
