作为一种重要的统筹发展与安全的经济制度,安责险的诞生与推广既是历史的必然,更是时代的选择。在分析安全生产相关保险发展历程的基础之上,解析了在数字城市建设、多元共治要求等背景下的安全生产责任保险内涵及重要意义,给出了以安责险为核心的全新风险防控管理模式以及有支撑、有约束、有激励的安责险推广路径建议。

As an important economic system of overall development and safety,the presence and promotion of safety production liability insurance are not only the historical inevitability,but also the choice of the times.On the basis of analyzing the development process of work safety-related insurance,this paper analyzes the connotation and significance of safety production liability insurance in the context of digital city construction and multiple governance requirements,etc.Finally,it gives a new risk prevention and control management mode with safety production liability insurance as the core,as well as the promotion path of safety production liability insurance with support,on restraint and by incentive.
