推动国有资本运营公司改革是深化国资国企改革的重要内容和战略举措,是新发展阶段推动国有经济布局优化和结构调整、促进经济高质量发展的必然要求和重要手段。自党的十八届三中全会以来,国有资本运营公司改革取得积极进展与显著成效,顶层设计逐步清晰,改革试点稳步推进,但也存在认知理解亟须清晰深化、身份角色仍存在错位越位现象、功能定位不准与发挥不充分、组织模式未能匹配性转型、体制机制有待深度转变、资本运营能力急需增强等问题。未来推动国有资本运营公司改革深化与迈向高质量发展,应将实现资本增值表现优异、平台功能表现优越、业务创新协同、专业能力突出、风险防控得当、治理有效高效、机制灵活适配作为重点方向,并从归位归真三个角色、筑牢筑实三大基础、做新做活三大模式、聚集聚合三类要素等方面全方位予以推进。在此基础上,还需要动态完善顶层设计、创造有利环境和条件、制定完善支持性的配套政策,形成对推动国有资本运营公司改革深化与迈向高质量发展的政策引导和支撑。

Promoting the reform of state-owned capital operating companies is an important content and strategic measure for deepening the reform of state-owned assets and state-owned enterprises.And it is also an inevitable requirement and critical means to optimize the state-owned economy's layout and structural adjustment,and promote the high-quality economic development in the new stage of development.Since the Third Plenary Session of the Eighteenth Central Committee of the Communist Party of China,the reform of state-owned capital operating companies have made positive progress and remarkable results,the top-level design has gradually become clear,and the reform pilot has been steadily advanced.However,there are still many inadequate issues,such as cognition,identity transformation,function performing,organizational modes,mechanism reform,and key ability.In the future,to promote the deepening of the reform and high-quality development of state-owned capital operating companies,key work directions may include achieving outstanding capital appreciation,superior platform functions,business innovation coordination,outstanding professional capabilities,proper risk prevention and control,effective and efficient governance,flexible and adapted mechanism design,and at the same time,it will be promoted in an all-round way from the aspects of returning to the real three roles,building the three foundations,the three new models of work,and the gathering and aggregation of three types of elements.Based on the above foundation,it is also necessary to dynamically improve the top-level design,create a favorable environment and conditions,and formulate complete supporting policies,in order to form policy guidance and support to promote state-owned capital operating companies'reform and the high-quality development.
