我国区域发展差距的多尺度考察及其“十四五”趋向

Multi-scale Investigation of Regional Development Gap in China and Its Trend in the 14th Five-Year Plan Period

1949年以来,我国区域发展差距反复波动,其中,1949—1960年大幅扩大,1961—1963年快速缩小,1964—1975年小幅扩大,1976—1990年缓慢缩小,1991—2003年缓慢扩大,2004—2015年大幅缩小,2016年至今变动趋缓,这一变化与我国国家战略和区域发展导向有着紧密联系。进入新时代,虽然我国区域发展差距处于相对较低的稳态平缓期,但省份间人均GDP差距在不断增大,当前正处于决定未来区域发展差距水平的调整临界期。“十四五”时期,要继续坚持区域协调发展战略,因地施策形成差异化和特色化发展模式,利用构建新发展格局的契机进一步缩小区域发展差距。

Since 1949,China's regional development gap has fluctuated repeatedly.Among them,it expanded significantly from 1949 to 1960,narrowed rapidly from 1961 to 1963,expanded slightly from 1964 to 1975,narrowed slowly from 1976 to 1990,expanded slowly from 1991 to 2003,narrowed significantly from 2004 to 2015,and the change has slowed down since 2016.This change is closely related to China's national strategy and regional development orientation.In the new era,although China's regional development gap is in a relatively low steady-state period,the per capita GDP gap among provinces is increasing,which reflects that China is in the critical period of adjustment to determine the level of regional development gap in the future.During the 14th Five-Year Plan period,we should continue to adhere to the regional coordinated development strategy,form a differentiated and characteristic development model according to local policies,and take the opportunity of building a new development pattern to further narrow the regional development gap.
