Current situation of environmental policy of brick and tile industry and route of pollution prevention and control

近几年砖瓦工业在污染治理工作方面取得显著成绩的同时也面临着很多问题,需要从国家和城市发展的层面进行统筹规划,从企业污染源头、生产过程、污染治理、运输及监管等方面采取有效措施,从而实现精准治污、科学治污和依法治污。2020年6月生态环境部340号文件指出全面推行39个重点行业绩效分级和差异化减排措施,2021年7月该文件对砖瓦等10个行业进行了修改和补充说明。绩效分级成为砖瓦工业兼顾污染防治和高质量发展的重要抓手。为此分析了我国砖瓦工业发展中存在的主要问题、国家相关的产业政策和环境政策,特别详细解读了绩效分级指标和减排措施要求,梳理了排放标准及修改单,提出了行业污染防治路线,并结合行业现状提出污染防治建议,为砖瓦工业高质量发展和污染防治能力的提升提供参考。

This article analyzes the main problems in the development of China’s brick and tile industry,national related industri⁃al policies and environmental policies,particularly detailed interpretations of performance grading indicators and emission reduc⁃tion measures requirements,sorts out emission standards and amendments,and proposed industry pollution prevention and control routes,and put forward pollution prevention suggestions based on the current situation of the industry,provides reference for the high-quality development of the brick and tile industry and the improvement of pollution prevention capabilities.
