传染病救治医院运行效率及影响因素分析

Analysis of operating efficiency and influencing factors of infectious disease treatment hospitals

目的:计算传染病救治医院的运行效率,探究其影响因素。方法:使用数据包络分析方法测算医院的综合技术效率、纯技术效率和规模效率,将三者依次作为因变量,相关指标作为自变量,利用Tobit模型分析其影响因素。结果:91家传染病救治医院的综合技术效率、纯技术效率和规模效率均值分别为0.523、0.561和0.924,综合技术效率较低。影响医院综合技术效率的因素为医护比、医护人员工作量、医院类型、是否会在疫情时开展预检分诊、是否在人员不足时调用管理人员。结论:传染病救治医院运行效率较低,应当调整护理人员比例和医护人员工作量、加强医院管理,实行疫情预诊分诊并且慎重调用管理人员,传染病专科医院应减少规模扩大,适当向综合医院发展。

Objective:To calculate the operating efficiency of hospitals for the treatment of infectious diseases and explore its influencing factors.Method:The comprehensive technical efficiency,pure technical efficiency,and scale efficiency of 91 hospitals were calculated by using the data envelopment analysis method.The comprehensive technical efficiency,pure technical efficiency,and scale efficiency were taken as dependent variables successively,and the related indexes were taken as independent variables.The Tobit model was used to analyze the influencing factors.Results:The mean values of comprehensive technical efficiency,pure technical efficiency,and scale efficiency were 0.523,0.561,and 0.924 respectively in the hospitals for infectious diseases,indicating low comprehensive technical efficiency.Factors affecting hospitals'comprehensive technical efficiency include the ratio of medical care,the workload of medical staff,the type of hospital,whether to implement pre-inspection and triage during the epidemic,whether to allocate managers when there is insufficient staff.Conclusion:The operation efficiency of hospitals for infectious diseases was low,so the proportion of nursing staff and workload of medical staff should be adjusted,hospital management should be strengthened,carry out pre-diagnosis and triage of the epidemic situation and allocate management personnel carefully,specialized hospitals for infectious diseases are developing into general hospitals with specialized advantages.
