北京市服务业稳外资工作存在的问题及对策

Problems and Countermeasures of Stabilizing Foreign Investment in Beijing’s Service Industry

改革开放以来,我国引进外资的规模和质量不断提升,外资在我国的技术进步和经济增长过程中扮演了重要角色。北京作为服务业扩大开放试点城市,服务业利用外资所占比重一直保持较高水平,但受近几年来国内外环境的双重影响,实际利用外资规模呈下降趋势。文章对北京市服务业稳外资工作目前存在的问题进行了分析,并从构建良好的营商环境、建立完善的创新机制、形成高效的区域协同3个方面提出了对策建议。

Since the reform and opening up,the scale and quality of foreign investment brought into China have been continuously improved,foreign investment has played an important role in the process of technological progress and economic growth.As a pilot city for expanding the opening up of the service industry,Beijing has maintained a relatively high proportion of foreign investment utilized in the service industry,however,due to the dual impacts of domestic and foreign environment,the actual use of foreign capital has been on a downward trend in the past two years.This paper analyzes the current problems of stabilizing foreign investment in Beijing’s service industry and proposes countermeasures from three aspects:constructing a good business environment,establishing a sound innovation mechanism,and forming efficient regional coordination.
