福利多元视角下老旧小区加装电梯问题研究

Research on the Issue of Installing Elevators in Old Residential Districts from the Perspective of Pluralistic Welfare

随着我国城市化水平的提高以及社会人口老龄化趋势日益严峻,人们对住房的需求也在不断发生转变。政府对老旧小区加装电梯工作的态度由原来的“鼓励”转变为“支持”,这也表明加装电梯成为当今社会关注的现实问题。在加装电梯工作不断推进的同时,各地也相继暴露出资金筹集困难、电梯日常维修保养管理机制不完善等问题。基于福利多元理论,文章从政府、市场、社区、居民4个层面提出解决对策,以期为老旧小区加装电梯提供一定的思路。

With the improvement of urbanization level and the growth of aging trend,people's demand for housing is constantly changing.The government's attitude towards the installation of elevators in old residential areas has changed from“encouragement”to“support”,which also shows that the installation of elevators has become a realistic issue of social concern.While the installation of elevators has been continuously promoted in various places,problems such as difficulty in raising funds and imperfect management mechanism for daily maintenance of elevators have also been exposed.Based on the theory of welfare pluralism,this paper puts forward some countermeasures from four levels:government,market,community and residents,hoping that this study can provide some ideas for installing elevators in old residential areas.
