摘要 科技计划项目成果转化绩效评价是反映政府科技投入对社会经济作用效果的重要工作,是科技计划项目管理的最后一个环节,也是国家和各省、市科技管理部门面临的重要课题。文章在对北京市连续开展6年(2012—2017)的科技计划项目实施效果跟踪调查研究的基础上,对相关方法和经验进行了总结,首先对开展科技计划项目成果转化绩效评价时所采用的概念进行了界定,并在此基础上明确了开展科技计划项目成果转化绩效评价的范围,进而对科技计划项目成果转化的过程和效果进行探讨,最后提出科技计划项目成果转化率的加权测度方法以及成果转化实施效果的分类测度方法。 The performance evaluation of the transformation of scientific and technological plan project achievements is an important work reflecting the effect of government's scientific and technological input on economy and society,the last link of scientific and technological plan project management,and also an important subject faced by the state and provincial and municipal scientific and technological management departments.Based on the six-year follow-up investigation and research work on the implementation effect of science and technology plan projects in Beijing,this paper summarizes the relevant methods and experiences,firstly,it puts forward the concepts used in the performance evaluation of the achievements transformation of science and technology plan projects,on this basis,the scope of the performance evaluation of the achievements transformation of science and technology plan projects is defined,and then the achievements transformation of science and technology plan projects is completed,the process and effect of fruit transformation were discussed,finally,the weighted measurement method of the transformation rate of scientific and technological projects and the classification measurement method of the implementation effect of the transformation are put forward.
