玛纳斯县农村承包土地托管收益分配现状与发展对策

Current Situation and Development Countermeasures of Income Distribution of Rural Contracted Land Trusteeship in Manas County

土地托管是解决“无人种地、土地撂荒”等问题的有力手段,而土地托管收益分配问题是土地托管可持续发展的核心,也是阻碍其发展的难点问题。为新疆土地托管健康可持续发展提供参考,通过专题座谈、问卷调查等方式,对玛纳斯县农村承包土地托管收益分配现状及问题进行梳理分析,归纳出玛纳斯县当前土地托管收益分配主要存在收益分配制度不规范、财务监管力度小、缺乏公平合理的收益分配制度等问题,提出了建立健全土地托管监管机制和完善土地托管风险预防机制等发展对策。

The land trusteeship is a powerful means to solve the problems of no farming and land abandonment,and the income distribution of land trusteeship is the core of sustainable development of land trusteeship,but also a problem hindering its development.In order to provide a reference for promoting the healthy and sustainable development of land trusteeship in Xinjiang,the current situation and problems of income distribution of rural contracted land trusteeship in Manas County are analyzed by syrnposium and questionnaire surveys.The problems of irregular income distribution system,low financial supervision,and deficient fair and reasonable income distribution system are summarized in the current land trusteeship income distribution in Manas County.The corresponding development countermeasures are put forward from aspects of establishing land trusteeship supervision mechanism and perfecting land trusteeship risk prevention mechanism,and it is considered that developing land trusteeship in Manas County is more suitable for the income distribution mode of direct dividend,but the basis and proportion of dividend need to be further researched.
