It is a fine tradition and political advantage of the CPC to attach importance to the construction of the request and report system and its strict implementation.Over the past one hundred years since the foundi ng,of the CPC,the CPC has accumulated rich and valuable experience in the construction of the request and report system:maintaining the authority of the CPC Central Committee and the Party’s centralized and unified leadership is the fundamental purpose of the construction of the request and report system;it is an important principle for the construction of the request and report system to deal well with the dialectical relationship bet ween the request&report and independence&autonomy;forging a strong organizational system of the CPC and ensuring the implementation of the decisions and plans of the CPC Central Committee is a key link in the construction of the request and report system;constructing a high-quality and professional contingent of cadres is the basic project of the construction of the request and report system;strengthening discipline and punishm ent is an important guarantee for the construction of the request and report system.In constructing the request and report system in the New Era,we should be good at drawing historical wisdom from successful experience,establishing the consciousness of problems,strengthening the top-level design,upholding what is considered as the orthodox and adhering to what is innovative,and constantly improving the request and report system,so as to provide a solid system guarantee for comprehensively and strictly governing the Party.
