政策工具视角下省域流域治理的府际协同研究——基于九龙江流域政策文本(1999-2021)分析

A Study on Inter-Governmental Coordination in Provincial Basin Governance from the Perspec-tive of Policy Tools:An Analysis of Policy Texts of the Jiulong River Basin from 1999 to 2021

省域流域治理的有效性依赖各级政府间的相互协同。基于政策工具视角,对1999—2021年59份与九龙江流域治理相关的政策文本进行内容分析,利用Nvivo 12挖掘出1608个参考点,构建出管制型、市场型、技术促进型、多元参与型、协同型等五种政策工具,并建立起基于时期变迁、工具结构、府际协同、治理效能四要素的分析框架。研究发现:九龙江流域治理的府际协同历经议题启动、政策创新、制度创新、法治构建四个阶段;在初期,地方政府均偏好选择管制型工具;随着治理制度和机制的不断丰富和完善,对协同型政策工具的使用频率逐渐增加,府际协同得以深入推进和不断增强。基于此,省域流域治理需要综合考量政策过程阶段性和政府结构层次性所带来的差异化政策工具选择问题,精准采纳政策工具,以进一步加强府际协同和提升治理效能。

The effectiveness of provincial basin governance depends on the coordination between governments at all levels.From the perspective of policy tools,this article analyses 59 policy texts related to the Jiulong River basin governance from 1999 to 2021.By using Nvivo 12,1608 reference points are found and five policy tools,i.e.regulation,market,multiple participation,technology promotion,and collaboration,are constructed.In this article,an analytical framework based on four factors,i.e.period change,tool structure,inter-governmental coordination,and governance efficiency.The study finds that the inter-governmental coordination of the Jiulong River basin governance has gone through four stages,i.e.issue initiation,policy innovation,institution innovation,and the construction of the rule of law;in the initial stage,local governments prefer to choose regulatory tools;with the continuous enrichment and improvement of governance system and mechanism,the use of collaborative policy tools has gradually increased so that inter-governmental coordination has been further promoted and strengthened.On this basis,provincial basin governance needs to comprehensively consider the selection of differentiated policy tools brought by the periodicity of policy process and the hierarchy of government structure and accurately adopt policy tools,so as to further strengthen inter-governmental coordination and improve governance efficiency.
