大学评价作为高等教育质量保障的重要手段,存在着规范性的和非规范性的两种机制。大学评议属于非规范性的大学评价机制,它是非官方、非专业的个人、群体或组织根据自身的立场、经验和价值观对高等教育作出的价值判断。与规范性的大学评估机制相比,大学评议机制具有主体的多元性、标准的多样性、方式的灵活性和评议结果的参考性等特点。大学评议因大学产生而出现,随社会发展而日益多样化,依据复杂程度的不同,主要有街谈巷议、媒体评论、满意度评价、社会声誉调查等。大学评议机制能够营造社会的质量氛围,完善政府的质量治理和规范高校的质量行为,在高等教育质量保障中发挥重要的基础性作用。

As an important tool of higher education quality assurance,university evaluation has two mechanisms,standard and non-standard.University appraisal is a non-standard university evaluation mechanism.It is a value judgment made by non-official and non-professional individuals,groups or organizations on higher education based on their own positions,experiences and values.Compared with the standard university evaluation mechanism,the university review mechanism has the characteristics of diversity of subjects,diversity of standards,flexibility of methods and reference of evaluation results.University reviews appear due to the emergence of universities and become increasingly diversified with the development of society.Depending on the degree of complexity,they mainly include street talks,media reviews,satisfaction evaluations,and social reputation surveys.The university appraisal mechanism can create a social quality atmosphere,improve the government's quality governance and standardize the quality behavior of universities,and play an important basic role in the quality assurance of higher education.
