为了有效应对新冠肺炎疫情给国民经济发展带来的严重冲击,我国开启了以国内大循环为主体、国内国际双循环相互促进的新发展格局。消费是内循环的核心动力来源,消费的崛起也将为外循环注入新动能。消费金融是消费的助推器,消费金融的健康发展能更好地服务民生和实体经济,是实现“双循环”新发展格局的重要推手。内蒙古的高质量发展应在稳定经济增长的同时着眼于扩大内需,提振消费,充分发挥消费金融对于消费的促进作用,实现经济的良性循环,进而有效融入国内大循环。在消费金融现有发展水平的基础上,内蒙古可以从激发居民消费的内在活力、消费金融与数字经济的融合创新发展、大力发展农牧区消费金融、注重消费金融产品和服务的创新等方面入手,多层次、高质量发展消费金融,加快推进内蒙古地区经济结构的优化和对外开放水平的提升,实现内蒙古高质量发展,建设亮丽内蒙古。

In order to effectively cope with the severe impact of the COVID-19 pandemic on the national economy,China has started a new development pattern in which the domestic economic circulation plays the major role,with the domestic and international dual circulations promoting each other.Consumption is the core momentum of domestic circulation,and the rise of consumption will inject new driving force into international circulation.As consumption finance is the booster of consumption,the healthy development of consumption finance can better serve the livelihood and the real economy.Thus,consumption finance is an important driving force for realizing the new development pattern of duel circulation.Inner Mongolia should focus on expanding domestic demand and increasing consumption while stabilizing economic growth for high-quality development,and give full play to the role of consumer finance in promoting consumption,so as to achieve a virtuous circle of the economy and effectively integrate into the domestic circulation.On the basis of the current development level of consumer finance,Inner Mongolia can develop consumer finance at multiple levels and with high quality by stimulating the internal vitality of residents’consumption,integrating and innovating consumer finance with the digital economy,developing consumer finance in agricultural and pastoral areas,and paying attention to the innovation of consumer finance products and services,so as to optimize economic structure and the enhance opening-up in Inner Mongolia,realize high-quality development and build up the charm of Inner Mongolia.
