油价波动下海洋油气田工程建设项目造价研究

Research on Cost Management in Off-shore Oil&Gas Construction Projects under the Fluctuation of Oil Price

海洋油气田工程建设项目相比陆上项目有复杂性高、设计采购施工周期长、造价缺乏定额与控制参考价格等特点,造价及采购、施工建设的过程都较陆上项目周期更长,项目计划与实际投资更受市场价格波动影响,在油价波动下造价管理存在挑战。根据近年市场情况,对国际油价及海工主要成本要素进行数据统计分析,提出“六项措施、一个体系”保障油价波动下海工造价与实际投资的统合。

Comparing to on-shore oil&gas construction projects,off-shore projects are more complex with longer engineering and procurement process and lack of quota and related reference.As the process is longer,the risk of having a bigger gap between cost estimation and actual investment could be higher,and thus causes a greater challenge to the management of cost estimation.According to the market situation in recent years,this paper makes a statistical analysis on the international oil price and the main cost elements of off-shore engineering,proposes“six solutions and one system”to guarantee the integration of cost estimation and actual investment under the fluctuation of oil price.
