浙江省宁海县村级小微权力清单制度建构机制与提升对策

Construction Mechanism and Promotion Countermeasures of Small and Micro Power List System at Village Level in Ninghai County,Zhejiang Province

随着国家治理腐败重心下移,反腐败斗争脚步向基层纵深迈进,村干部“微腐败”问题受到关注。推行村级小微权力清单制度是遏制农村腐败的关键措施。浙江省宁海县通过村级小微权力清单制度,实现了村级事务标准化运作,规范了权力运行,助推农村公共服务提质增效。同时在制度化过程中存在部分权力未进清单、制度实施动力不足、制度运行损失效率、相关监督体系缺失等问题。提出建立动态清单制度,提高村干部待遇与保障水平,改进村民代表参与方案,多元主体共同参与,协同构建监督体系的对策建议。

As the focus of national governance of corruption moves downward,the fight against corruption is moving forward in depth at the grass-roots level,and the problem of micro corruption of village cadres has attracted attention.The implementation of small and micro power list system at village level is a key measure to curb rural corruption.Through small and micro power list system at village level,Ninghai County,Zhejiang Province,has realized the standardized operation of village affairs,standardized the power operation,and promoted the quality and efficiency of rural public services.In the process of institutionalization,there are some problems,such as the lack of power in the list,the insufficient power in the implementation of the system,the loss of efficiency in the operation of the system,and the lack of relevant supervision system and so on.The countermeasures and suggestions are put forward to establish a dynamic list system,improve the treatment and security level of village cadres,improve the participation scheme of villagers’representatives,participate jointly by multiple subjects,and jointly build supervision system.
