代甲方项目管理模式在雄安新区应用探讨

摘要 随着我国投融资体制改革,厦门等地方政府开始代建制试点工作,政府非经营性投资项目管理模式由传统自建制管理模式逐步过渡为代建制管理模式。随着代建制的推广应用和发展,逐渐产生了政府代建、商业代建和资本代建项目,代甲方项目管理模式作为代建制模式的有效补充和发展,实现了资本、技术的高效结合。雄安新区容东片区安置房及配套设施项目引入代甲方项目管理模式,破解超大规模片区开发项目的管理难题,为国家级新区超大规模片区开发积累了经验,且为项目按期高标准交付奠定了基础。 With the reform of China's investment and financing system,Xiamen and other local governments began the pilot work of agent construction system.The management mode of government non-operating investment projects gradually changed from the traditional self construction management mode to the agent construction management mode.With the popularization,application and development of the agent construction system,government agent construction,commercial agent construction and capital agent construction projects have gradually emerged.As an effective supplement and development of the agent construction system model,the project management mode of Party A has realized the efficient combination of capital and technology.The resettlement housing and supporting facilities project in Rongdong area of Xiong'an New Area has introduced the project management mode on behalf of Party A,solved the management problems of super large-scale area development projects,accumulated experience for the super large-scale area development of national new area,and laid a foundation for the timely and high standard delivery of the project.
