新时代社会组织参与社会治理创新的理论困境和路径选择

Theoretical Dilemma and Path Choice of Social Organizations’Participation in Social Governance Innovation in the New Era

改革开放40年,我国社会组织发展迅速,社会组织参与社会治理在转变治理理念、建构理论、治理模式、具体运行方式和制度规范上取得了一些成就,但在理论上由于强调与偏向于借鉴西方社会治理理论而对中国特色的社会治理研究稍显不足,当前社会组织参与社会治理陷入了本土特色不够鲜明、理论内涵不够丰富、应对具体治理问题不够有力等理论困境。基于新时代特殊的国情社情为逻辑起点,在厘清、甄辨西方社会治理理论的基础上,社会组织参与社会治理创新的理论路径选择在于:以马克思主义思想作为社会组织参与社会治理的价值指引,以中国共产党的领导作为社会组织参与社会治理的政治坐标,以提高民生水平作为社会组织参与社会治理的根本目标,以打造“共建共治共享”治理格局作为社会组织参与社会治理的总体要求,以社会治理法治化作为社会组织参与社会治理的基本路径,最终实现“共建共治共享”的社会治理结构与社会治理现代化。

Social organizations of China have developed rapidly during the forty years of reform and opening-up.Social organizations have attained some achievements in transforming management idea,constructing the theory,governance model,specific operation mode and system specification,whereas the research of its emphasis is much more on western social governance theory than Chinese characteristics.At present,the participation of social organizations in social governance has fallen into the theoretical dilemma of insufficient local characteristics,insufficient theoretical connotation and inadequate response to specific governance problems.Based on the special national and social conditions of the new era as the logical starting point,and on the basis of clarifying and discriminating western social governance theories,the theoretical path for social organizations to participate in social governance innovation is as follows:to take Marxism as the value of social organizations to participate in social governance guidelines,to make the leadership of the Communist Party of China political coordinates as social organizations to participate in social governance,to improve the livelihood of the people as the basic goal of social organizations to participate in social management,to create the governance structure of“co-construction,co-governance and shared social governance”as the overall requirements of social organizations to participate in social governance,to build the legalization of social governance as the basic path for social organizations to participate in social governance,and the social governance structure and modernization of“co-construction,co-governance and social governance”are finally realized.
