市域社会治理的中国特色、时代特征与市域特点

Municipal Social Governance with Chinese,Epochal and Municipal Characteristics

市域社会治理是国家治理的重要维度。目前学界尚未形成有关“中国特色、时代特征、市域特点”市域社会治理新模式的理论总结。基于对市域社会治理基本内涵和本质特征的学理阐释,可以发现:市域社会治理具有以党的领导为核心、以以人民为中心治理思想为主线、以构建市域社会治理共同体为目标的中国特色;具有以美好生活为目标、以公共服务为重心、以协商协同为关键、以科技支撑为手段、以安全稳定为底线的时代特征;具有宏观决策和微观施策“承接点”、城市治理和乡村治理“融合体”、国家治理和社会治理“集结地”、风险防范和矛盾化解“主战场”的市域特点。

Municipal social governance is an important dimension of national governance.At present,the academic community has not yet formed a theoretical summary of the“Chinese characteristics,epochal characteristics and municipal characteristics”of social governance.On the basis of theoretical interpretation of the basic connotation and essential characteristics of urban social governance,it can be found that:municipal social governance has the Chinese characteristic which takes the Party’s leadership as the core,takes the people-centered development thought as the main line,takes the construction of the city area social governance community as the goal;has the characteristics of the times,such as the goal of a better life,the core of public service,the bottom line of complete stability,the key of consultation and coordination,and the means of science and technology;has its own characteristics,such as a“transition point”of macro-policy-making and micro-policy-making,“integration body”of urban social governance and rural social governance,“integration place”of state governance and social governance,“terminal station”of risk prevention and conflict resolution.
