乡村人才振兴视域下农民教育培训供需调研及提质增效策略——以浙江省为例

Investigation on Supply and Demand of Farmer Education and Training and Strategies for Improving Quality and Efficiency from the Perspective of Rural Talent Revitalization:Taking Zhejiang Province as an Example

乡村振兴人才是关键。本文聚焦乡村振兴人才需求,深入教育培训政府主管部门实施单位进行了农民培训供给调研,通过发放调查问卷、现场访谈等形式对1706名农民进行了教育培训需求调研,总结了浙江省农民教育培训存在的问题,包括教育有效供给与农民实际需求失衡错位、农民培训师资队伍建设未被重视、训后跟踪服务缺乏、基础设施和内涵建设力度不够等,提出了相关对策,包括建立全省“一线牵”的管理运行体系、建立全省“四联通”的培训资源网络、开展个性化农民教育培训、确保“全方位”的软硬件保障等。

Talent is the key to rural revitalization.Focusing on talent demand of rural revitalization,this paper conducted in-depth research on the training supply of farmers in the education and training government departments and implementation units,and investigated education and training needs of 1706 farmers by issuing questionnaires and conducting on-site interviews.The problems existing in farmer education and training in Zhejiang Province were summarized,including the imbalance and dislocation on effective supply of education and the actual demand of farmers,the lack of attention to the construction of training teachers,the lack of follow-up service after training,the insufficience of infrastructure construction and connotation construction,etc.The relevant countermeasures were put forward,including the establishment of the management and operation system of"one line leading",the establishment of the training resource network of"four links",the development of personalized farmer educa-tion and training,and the guarantee of software and hardware of"all-round"and so on.
