社区自组织系统动力探究

Research on the Motive Force of Community Self-organization System

社区自组织系统具备开放体系、非线性作用、非平衡态及涨落机制的自组织特性,从耗散结构论的视角,社区系统动力是外部动力与内部动力的整合,其各自包含着牵引力与制约力,夕卜部牵引力包括了治理牵引、经济牵引、文化牵引、改革牵引和结构牵引,外部制约力包括职能制约及环境制约;内部牵引力囊括协作牵引、价值牵引和邻域牵引,内部制约力包含冲突制约、流动制约、参与制约和职责制约。结合成都市成华区双水碾社区1990—2018年的发展脉络对社区自组织系统的初生,固基和发展展开分析。结果表明:在现代治理背景下,社区自组织系统正不断吸纳内外联合牵引力,平缓了发展进程中的不利制约,甚至将制约扭转成为牵引。因此,有必要审视社区自组织系统的动力源和动力机制,为基层政府对社区实现精准化治理提供指导。

The community self-organization system has the self-organization characteristics of open system,non-linear function,non-equilibrium state and fluctuation mechanism.From the perspective of dissipative structure theory,the power of community system is the integration of external power and internal power,each of which contains traction and restriction.The external traction includes governance traction,economic traction,cultural traction,reform traction and stmctural traction.The external restriction includes functional restriction and environmental restriction.Internal traction includes collaborative traction,value traction and neighborhood traction.Internal restriction includes conflict restriction,flow restriction,participation restriction and responsibility restriction.Based on the development of Shuangshui Nian Community in Chenghua district from 1990 to 2018,this paper analyzes the birth,foundation and development of the community self-organization system.The results show that under the background of modem governance,the comm unity self-organization system is continuously absorbing the internal and external combined traction,smoothing the unfavorable constraints in the development process,and even turning the constraints into traction.Therefore,it is necessary to examine the power source and dynamic mechanism of the community self-organization system to provide guidance for the grassroots government to achieve accurate governance of the community.
