摘要
基于公办学校教育与校外民办培训机构二者共生的中小学教育治理表现为一个质参量兼容性、多元动能量性、双赢选择性和合目的进化性的共生治理系统。但该共生系统存在系统能量从“互惠”到“偏移”发展失衡,系统选择从“发力”到“乏力”履职柔弱,系统质量从“互补”到“干扰”进行违规办学的失衡问题。要解决上述问题,需要运用法律保障二者地位,采取行政手段监管系统,建立契约推动系统交流,营造共生发展的系统氛围,并运用三方评价系统推动。
The primary and secondary education governance based on the symbiosis of public school education and off-campus private training institutions is characterized by a symbiotic governance system with compatibility of quality parameters,multiple dynamic energies,win-win selectivity and evolution of goals.However,the symbiotic system has unbalanced development of system energy from 44 reciprocityn to“deviation”,weak performance from“ power”to“weakness”,and unbalanced system quality from “pro-bing”to “interference”in running schools illegally.To solve the above problems,it is necessary to use laws to protect their status,adopt administrative measures to supervise the system,establish contracts to promote systematic exchanges,create a systematic atmosphere for symbiotic development,and use the tripartite evaluation system to promote.
