基于环境承载力监测预警体系的“三线一单”优化管控研究

Management and Control Optimization of“Three Lines and One List”Based on Environmental Carrying Capacity Monitoring and Early Warning System

基于“三线一单”编制的工作基础,依据综合环境承载力的评价原则,按照层次分析的基本框架,构建了综合环境承载力评价指标体系。指标体系主要涵盖环境资源、海域资源、区域环境质量和环境容量4个方面共20项,根据每个指标对评价目标的重要性和影响程度,同时充分体现各项指标的内在差异,采用层次分析法,构造两两判断矩阵,对各指标进行权重赋分。以青岛市西海岸新区为案例,综合分析区域环境承载力现状及变化趋势,从管控单元、管控要求以及动态性响应等角度提出“三线一单”制度体系完善建议。

“Three lines and one list”refers to ecological redline,environmental quality bottom line,natural resources utilization upper limit,and environmental entry list(Three lines and one list).According to the evaluation principle of comprehensive environmental carrying capacity,and the basic framework of analytic hierarchy process,this study constructed a comprehensive environmental carrying capacity evaluation index system.The indicator system mainly covers 20 items in four aspects:environmental resources,sea resources,regional environmental quality and environmental capacity.According to the importance and influence degree of each indicator to the evaluation target,the inherent difference of each indicator are studied.By adopting analytic hierarchy process,the paper constructs a pairwise judgment matrix to assign weight to each indicator.TakingWest Coast New Area of Qingdao as a case,the study comprehensively analyzes the current situation and change trend of regional environmental carrying capacity,and put forward suggestions for improving the“three lines and one single”system from the perspectives of control units,control requirements,and dynamic responses.
