近年来,全球洪水发生的频率有所增加,洪水情况往往随着气候变化、土地沉降、城市化和人口增长而恶化,但随着生态环境意识的不断增强,生活水平的提高和技术专业性增强,对更高效和更有效的防洪减灾措施的需求愈发强烈。防洪减灾是一个复杂的过程,各种新的战略、概念和倡议已经被提出。文章以水文水资源对生态环境管理与防洪减灾措施为核心,探究二者的关系,以期为防洪减灾措施的优化,提供对生态环境保护与防洪减灾措施,为水文水资源的应用奠定坚实的基石。

Flood disasters increases globally due to climate change,land subsidence,urbanization and population growth.With the wakening of ecological awareness awakens,increase of living standards and the technical professional technologies,the demand for efficient flood controlincreases.Flood prevention and mitigation is a complex process,and various new strategies,concepts and initiatives have been proposed.This paper focuses on the ecological environment management of hydrology and water resources and flood control and disaster reduction measures.It explores the relationship between the two in order to optimize the flood control and disaster reduction measures,provide ecological environment protection and flood control and disaster reduction measures,and lay a solid foundation for the application of hydrology and water resources.
