Growing Consensus and Greater Synergy for Active Response to Population Aging

积极应对人口老龄化是关系到我国国计民生和国家长治久安的一项国家战略,当前的核心和关键是全社会统一认识,共同行动,解决"未备先老"的问题。一方面,要凝聚积极应对人口老龄化的思想共识。加快开展战略研究,进一步厘清积极应对人口老龄化的战略思路,并在此基础上制定积极应对人口老龄化实施方案,加大宣传教育力度,让全体社会成员充分了解积极应对人口老龄化国家战略的预期目标、主要内容、主要任务、重大意义和具体路径,形成广泛社会共识。另一方面,要形成积极应对人口老龄化的行动合力。坚持党对老龄工作的领导,形成老龄事业发展全国"一盘棋"的工作格局。加强老龄工作统筹协调,形成一套完整的老龄工作体系。强化基层老龄工作力量,保证城乡社区老龄工作有人抓、老年人事情有人管、老年人困难有人帮。

Actively responding to population aging is a national strategy related to the national economy and the people’s livelihood as well as the country’s long-term peace and stability.The whole country should reach a consensus and take joint action in solving the problem of"getting old before getting prepared".This is the key.On the one hand,we need to build consensus on actively responding to population aging.We should accelerate strategic research,further clarify the strategic thinking of active response,and on this basis formulate implementation plans.Besides,we need to build consensus among the public through enhancing publicity and education and raising public awareness of the main content,tasks,expected goals,significance and paths.On the other hand,it is necessary to create synergy in terms of active response.The Communist Party of China exercises leadership over work on aging,and coordinates all activities of the nation as in a chess game.We should strengthen overall planning and coordination of work related to the elderly and build a complete work system.Grassroots organizations in this field also need to be beefed up to ensure that work at the community level are done,issues relevant to the elderly are properly handled,and older people in trouble have channels to seek help.
