建构治理剧场:社会治理共同体何以形成——以嘉兴市“三治融合”进集贸市场为例

Constructing Governance Theatre:How to Set up Social Governance Community——A Case Study of‘SanZhi Ronghe’Entering the Market Fair in Jiaxing City

如何建设社会治理共同体是实现社会治理高水平发展中的重大问题,集贸市场治理创新为理解这一问题提供了窗口。在"治理剧场"分析框架下对嘉兴市案例的分析发现,集贸市场治理具有类似于服务剧场的特征,场景、演员、观众和表演是基本构成要素,其核心要义在于基于分工和合作明确界定治理主体角色,以及通过协商和服务实现主体间有效互动;治理剧场鲜明地体现了多元主体共建共治共享的特征,是社会治理共同体在特定情景中的具体呈现。建构治理剧场需要加强制度供给、发挥仪式增强制度信任的作用、为治理主体"在场"互动创造时空条件,同时应合理利用社会共同体所具有的激励资源。

How to set up a social governance community is an important issue in achieving a high-level development of social governance,and the innovation of market fair governance provides a window to understand this issue.Based on the analysis of Jiaxing case under the framework of Governance Theater,it is found that the market fair governance has characteristics similar to service theater,with scenes,actors,audiences and performances as the basic elements,and that its core lies in clear definition of the roles of governance subjects based on the division of labor and cooperation,and the effective interaction among subjects through consultation and services.The governance theater distinctly reflects the characteristics of co-construction,co-governance and sharing by multiple subjects,and is a concrete presentation of the social governance community in a specific scene.The construction of a governance theater requires the strengthening of institution supply,the role of political rituals in enhancing the system trust,the creation of space-time conditions for the“presence”of governance subjects,and the rational use of the motivational resources available to the social community.
