摘要
第五代移动通信技术(5G)是世界新一轮科技革命和产业变革餉重要驱动力量,已成为世界各国抢占国际竞争力优势的先导领域和新制高点。世界各国对支持5G技术的产业政策也各有特色。运用二分类Logistic回归方法,对当前世界上5G技术发展较为先进的中国、美国、英国、韩国等4个国家层面的5G产业政策比较研究。研究结果表明,中美英韩4国的5G产业政策在政策目标的任务导向型、政策执行的中央及地方类别上差异性不显著,在政策工具的供给型、需求型和环境型使用类别上的差异性明显显著,表明4国政府推进5G产业发展的目标非常一致但手段略有差别。对中国而言,现行的5G产业政策存在着重供给、轻需求、轻环境泊问题,尤其在环境型政策工具的使用力度明显不足。据此提出强化安全管理、加大金融支持、构建网络空间共同体等建议。
Fifth-generation mobile communication technology(5G)is an important driving force for the new round of scientific and technological revolution and industrial transformation in the world.It has become a leading field and a new commanding height for countries around the world to seize international competitiveness.Countries around the world have different industrial policies to support 5G technology.By using binary Logistic regression method,this paper conducts a comparative study on 5G industrial policies of China,the United States,the United Kingdom and South Korea,which are relatively advanced in the development of 5G technology in the world.The results show that the 5G industrial policies of the four countries have no significant differences in task-oriented policy objectives,central and local types of policy implementation.There is a significant difference in the supply,demand and environment types of policy tools.It shows that the four governments have the same goal but slightly different means to promote the development of 5G industry.For China,the current 5G industrial policy has problems of focusing on supply,ignoring the demand and the environment,especially the use of environmental policy tools is obviously insufficient.Accordingly,the paper puts forward some suggestions such as strengthen safety management,increase financial support,and build a community in cyberspace.
