生态文明建设背景下绿心地区乡村振兴规划策略研究

Research on Rural Revitalization Planning Strategy in Green-core Area under the Background of Ecological Civilization Construction

生态文明建设是乡村振兴的重要维度,乡村振兴是生态文明建设的空间载体。长株潭城市群生态绿心是全国生态文明建设先行区和城乡融合试验平台,也是发展不平衡不充分区域,兼具生态保护与资源开发、空间管制与可持续发展等特殊要求。本文基于《长沙市天心区南托街道片区乡村振兴规划》实践,针对南托片区作为"长株潭生态绿心地区、空间管制分区、生态屏障和水源保护区"重叠区域,分析片区发展问题,提出生态优先、战略引领、融合创新、内生增长、全域整治和共享设施等规划策略,对促进该地区城乡统筹发展、生态文明建设与实施乡村振兴具有重要意义,也为同质地区乡村振兴规划提供借鉴。

Ecological civilization construction is an important dimension of rural revitalization,and rural revitalization is the spatial carrier of ecological civilization construction.The ecological green heart of Changzhutan urban agglomeration is a national pilot area for ecological civilization construction and a test platform for urban-rural integration.It is also an unbalanced and inadequate area with both ecological protection and resource development,space control and sustainable development special requirements.This article is based on the project practice of"Rural Revitalization plan of Nantuo Area in Tianxin District,Changsha City",and aims at Nantuo Area as an"ecological green core area of urban agglomerations,space controlled zoning,ecological barriers and water source protection areas"overlapping region,analysis of area development issues,and propose planning strategies such as ecological priority,strategic guidance,integrated innovation,endogenous growth,global remediation,and shared facilities.The overall development of urban and rural areas,the construction of ecological civilization and the implementation of rural revitalization are of important significance,it also provides reference for homogeneous area rural revitalization planning.
