东西部扶贫协作地区学习型社区运行机制比较研究

A Comparative Study on the Operation System of Learning Community in Eastern and Western Poverty Alleviation Cooperation Areas

在国家东西部扶贫协作战略背景下,本文以江苏省昆山市和贵州省铜仁市碧江区为案例地,比较东西部扶贫协作地区学习型社区的组织管理机制、经费投入机制、学习平台机制、资源整合机制、学习激励机制、课程开发机制、师资建设机制等运行机制。比较发现,昆山市在学习型社区运行机制构建方面探索创新,成效显著,而碧江区学习型社区建设起步较晚,碧江区需要学习昆山市学习型社区运行机制建设的成熟经验;同时,昆山市可以根据碧江区学习型社区建设现状提供更多的针对性帮扶,切实提升东西部扶贫协作地区学习型社区构建水平,促进东西部地区协调发展。

Under the background of the National East-West Poverty Alleviation Cooperation Strategy,taking Kunshan in Jiangsu and Bijiang District in Guizhou for example,this paper analyzes the current construction situation and the partner assistance framework to effectively improve the building level and promote coordinated development of learning communities in the East-West Poverty Alleviation Cooperation Area.The following measures are put forward by comparing the operating system:building management system to highlight the effectiveness and execution;improving the fund input mechanism to ensure the timeliness and adequacy;improving the learning platform operation system to emphasize the service and knowledge;constructing resource integration mechanism to form the characteristic and culture;innovating the learning incentive mechanism to create the learning atmosphere and environment;attaching importance to the mechanism of curriculum development to expand the coverage of education and the participation rate of citizens and strengthening the mechanism for the construction of teachers to improve the quality of education and the learning effect of citizens.
