郑洛新国家自主创新示范区创新绩效评价及提升路径 被引量:10

Innovation Performance Evaluation and Promotion Path of Zhengzhou-Luoyang-Xinxiang National Independent Innovation Demonstration Zone

摘要 从创新转化效率和创新产出效益两方面构建评价指标体系,采用横向对比分析和动态变化分析相结合方法,对2013—2018年郑洛新国家自主创新示范区创新绩效进行综合评价,并对其内部3个高新区及其与全国其他18个国家自主创新示范区创新绩效水平进行动态对比分析。研究发现,国家自主创新示范区创新转化效率和产出效益不一定成正比;郑洛新国家自主创新示范区的创新绩效整体呈上升态势,且主要依赖于技术变动,但目前整体水平都不高,与山东半岛、西安、长株潭国家自主创新示范区同处于"低效率-低效益"区间,位于全国国家自主创新示范区下游水平;郑州、新乡高新区的创新效率都获得较大提升,创新效益则为郑州高新区一家独大。最后针对评价结果,提出郑洛新国家自主创新示范区持续增加创新投入,以科技创新为核心,发挥政府的指导、计划和协调作用等促进创新绩效提升的实现路径。 This paper builds the evaluation index system from two aspects of innovation transformation efficiency and innovation output efficiency, uses combination method of horizontal comparison analysis and dynamic change analysis, comprehensively evaluates the innovation performance of Zhengzhou-Luoyang-Xinxiang National Independent Innovation Demonstration Zone from 2013 to 2018, also conducts dynamic comprehensive analysis on the innovation performance of its three high-tech zones, and its innovation performance level with 18 other national independent innovation demonstration zones;the overall innovation performance of Zhengzhou-Luoyang-Xinxiang National Independent Innovation Demonstration Zone is on the upward trend, and mainly depends on technological changes, but the overall level is not high, it is located with Shandong Peninsula, Xi’an and Changsha-Zhuzhou-Xiangtan National Independent Innovation Demonstration Zone in the "low efficiency-low efficiency" range, located in the downstream level of the all National Independent Innovation Demonstration Zone in China;and in its interior, the innovation transformation efficiency of Zhengzhou and Xinxiang high-tech zone has been greatly improved, while in terms of innovation output efficiency, it is the only high performance of Zhengzhou high-tech zone. Finally, according to the evaluation results, the paper puts forward the realization path of promoting innovation performance of Zhengzhou-Luoyang-Xinxiang National Independent Innovation Demonstration Zone, includes its continuous increase in innovation investment, taking scientific and technological innovation as the core, and play the government’s guidance, planning and coordination role.
