中国与“一带一路”沿线国家高质量农业科技合作的常态机制

Normal Mechanism for High-quality Agricultural Science and Technology Cooperation Between China and Countries Along the Belt and Road

选取中国71所农业高校和科研院所作为信息搜集对象,基于其与100个国家合作情况,根据"一带一路"沿线国家的农业地缘战略格局,分析农业科研机构开展国际科技合作的机制与重点领域、存在问题。研究表明,当前中国农业科研机构与"一带一路"沿线国家主要有8种科技合作方式,合作的重点领域主要为各自优势农业技术领域;存在合作国政治经济环境不稳定、经费不足、队伍稳定性低,注重形式、忽视项目落地,注重平台建设、忽视解决实际问题,注重合作的短期效益、忽视长远战略布局等问题。针对存在问题,提出通过农业科研机构加强农业科技"软实力"输出、注重惠民项目开展、构建农业科技国际合作金融支持体系、完善政府-科研机构-企业的合作模式以及加强海外农业人才队伍建设等促进中国与"一带一路"沿线国家高质量开展农业科技合作的对策建议。

This paper selects 71 agricultural universities and scientific research institutes in China as the object of information collection,based on their cooperation with one hundred countries and the agricultural geo-strategic pattern of countries along the Belt and Road,analyzes the mechanism and key areas and existing problems of international scientific and technological cooperation.The results show that there are eight scientific and technological cooperation models between Chinese agricultural research institutions and countries along the Belt and Road,the key areas of cooperation are mainly their respective advantageous agricultural technology fields.there are problems such as unstable political and economic environment,insufficient funds,low team stability,focusing on form but ignoring project implementation,focusing on platform construction but ignoring solving practical problems,and focusing on short-term benefits of cooperation but ignoring long-term strategic layout.Therefore,the paper puts forward countermeasures and suggestions to promote high-quality agricultural science and technology cooperation between China and countries along the Belt and Road:China can strengthen output of agricultural science and technology soft power through agricultural research institutions,focus on projects to benefit the people,build a financial support system for international cooperation in agricultural science and technology,improve the government-research institution-enterprise cooperation model,and strengthen the construction of overseas agricultural talent teams,etc.
