统筹海洋资源保护开发 推动海洋经济高质量发展

Coordinating the Protection and Development of Marine Resources to Promote High-quality Development of Marine Economy

海洋资源保护开发是落实海洋强国战略的重要举措。我国是海洋大国,依托丰富的海洋资源,形成了开发、利用和保护海洋的各类产业活动,有力地促进了我国经济社会全面协调持续发展。本文系统总结了我国"十三五"时期取得的发展成效,通过客观分析当前面临的挑战和问题,聚焦统筹海洋资源保护开发、推动海洋经济高质量发展,从优化海洋经济发展空间布局、建立现代海洋产业体系、提升海洋科技创新能力、构建海洋资源保护开发新格局、深化拓展海洋领域国际交流合作五个方面提出对策建议。

Protection and development of Marine resources is an important measure to implement the strategy of becoming a maritime power.Relying on the abundant marine resources,China has formed various industrial activities for the exploitation,utilization and protection of the oceans,which has vigorously promoted the comprehensive,coordinated and sustainable economic and social development in China.This paper systematically summarizes the achievements of China’s development during"the 13 thFive-Year Plan"period.Through objective analysis of current challenges and problems,it focuses on coordinating the protection and development of marine resources and promoting high-quality development of marine economy.Countermeasures and suggestions were put forward from five aspects:optimizing the spatial distribution of marine economic development,establishing a modern marine industrial system,enhancing the innovation capacity of marine science and technology,constructing a new pattern of marine resources protection and development,and deepening and expanding international exchanges and cooperation.
