摘要
集体土地基准地价评估工作除了具有和城镇基准地价评估工作相同的特点之外,还有理论基础不完善、技术依据不足、评价方法不成熟等特点。通过分析集体土地基准地价评估的工作重点,基于实践经验提出集体土地基准地价评估工作中存在的工作难点,并有针对性地从领导团队的成立、作业队伍的组建、评估方法的选择、评价体系的构建、评价参数的选取等5个方面提出解决集体土地基准地价评估工作中重点难点问题的应对措施。
In addition to the same characteristics as the urban benchmark land price evaluation work,the collective land benchmark price evaluation work also has its own characteristics,such as the theoretical basis is not perfect,the technical basis is still insufficient and the evaluation method is not mature.This paper,by analyzing the key work for the collective land benchmark price assessment,based on the practical experience,points the difficulties in the collective land benchmark price assessment,and it puts forward rectification measures from five aspects,such as the establishment of the leadership team,the building of operation team,the choice of evaluation methods,the construction of evaluation system and the selection of evaluation parameters.
