图书馆统计数据行业管理策略研究

Research on Industry Management Strategy of Library Statistical Data

深化行业统计管理体制改革是实现图书馆治理体系和治理能力现代化的必经之路。文章以现存问题为导向,全面梳理了传统部门管理模式下图书馆行业统计数据存在的碎片化、重叠化、“数据孤岛”与“数据闲置”等质量问题,对比发达国家或地区图书馆统计实践经验,从构建行业统计管理体系、出台统计法规制度、健全标准规范机制、建立审计机制、创建集成数据管理系统、推动数据开放、加强数据分析利用等7个方面,提出图书馆统计数据行业管理策略,以期通过数据质量整合带动行业协同发展。

Deepening the reform of the industry statistical management system is the only way to realize the modernization of the library governance system and governance capabilities.The thesis is guided by the existing problems and comprehensively sorts out the problems of fragmentation,overlapping,"data silos"and"data idleness"of statistical data in the library industry under the traditional department management model.Comparing the practical experience of library statistics in developed countries or regions,the article puts forward the management strategy of library statistics data industry from 7 aspects such as the construction of industry statistics management system,the introduction of statistical laws and regulations,the improvement of standard and normative mechanisms,the establishment of audit mechanisms,the creation of integrated data management systems,the promotion of open data and the enhancement of data analysis and utilization,in order to promote the coordinated development of the industry through the integration of data quality.
