公共图书馆舆情事件应对与评估——以湖北农民工留言东莞图书馆事件为例

Response of Public Libraries to Public Opinions and Its Evaluation:Taking Hubei Migrant Worker’s Messages on Dongguan Library as Example

湖北农民工留言东莞图书馆事件引爆舆情热点,作为事件参与者官方微博小编从舆情事件中单馆的应对、图书馆行业行为等角度进行了反思,并采用国家行业标准《WH/T 84-2019信息与文献公共图书馆影响力评估流程与方法》对此事件进行了评估:一是微博是公共舆情发生的产地。二是站在舆情风暴中心,应对凭据是图书馆的专业价值。三是可以利用行业标准来评估公共事件,明晰展示出公共图书馆影响力,其中经济价值评估约为6378.95万元。

A Hubei migrant worker leaving a message for the Dongguan Library and the unexpected consequence ignited public opinion hotspots.The author,as the editor of Dongguan Library’s social media,reflected on the incident from the following aspects:Weibo,public opinion,the response of a single library,and the behavior of library industry.The author used WH/T 84-2019 Information and Documentation Public Library Impact Evaluation Process and Method to evaluate the case,and concluded that 1.Weibo is the place of origin of public opinions;2.Responses to public opinions should reflect library’s professional value;3.Industry standards can be used to evaluate the practice and analyse public events as well as clearly demonstrating the influence of public libraries.In this case,the economic value was estimated to be about 62 million RMB.
