中国共产党党员权利的百年演进体现为党员权利内容的规范化、保障层级的系统化,并在实践进路上以"谁来保障""如何保障""如何监督""如何救济"来展开。由此可见,党员权利的发展历程始终围绕三重逻辑进行叙事:"党内民主——党内法治"的基础逻辑是党员权利行使的前提;"坚持义务与权利相统一"的理论逻辑意味着"义务优先,兼顾权利"的价值取向;"保障党员权利——规范党内权力"的实践逻辑旨在防范和制约党内权力的腐败。三重逻辑缺一不可,互为支撑,有利于在新时代真正落实党员主体地位,发扬党内民主,营造健康的党内政治生态。

Thus, it can be seen that the development of party members’ rights has always been narrated around a triple logic: the basic logic of "intra-party democracy--intra-party rule of law" is the premise for the exercise of party members’ rights;the theoretical logic of "adhering to the unity of obligations and rights" is the theoretical logic of "unity of obligations and rights" implies the value orientation of "priority of obligations and balance of rights";the practical logic of "safeguarding the rights of party members--regulating the power within the party" aims to prevent and restrain the power within the party.
