湖北省中医备案诊所规范化建设现状及对策研究

Researches on the Status of Standardization Construction of TCM Record-Keeping Clinics in Hubei Province and Its Countermeasures

目的了解湖北省中医备案诊所的发展现状,从公众和中医(备案)诊所执业者的视角探究问题,提出对策建议,并为湖北省中医(备案)诊所规范化建设的标准体系建立提供参考依据。方法对湖北省13个市的中医备案诊所执业者和接受过中医(备案)诊所服务的公众进行问卷调查,并对其中资深中医执业者及中医临床专家进行结构化访谈。结果被调查者和被访谈者认为中医备案诊所名称命名、诊疗范围规范、人员资质以及视觉识别标识等方面还存在问题,亟待进行规范化和标准化。结论为促进湖北省中医(备案)诊所规范化发展,提升公众就医体验,有必要结合《中医药法》《中医诊所备案管理暂行办法》以及《中医诊所基本标准》等配套法律法规,适应卫生行政部门"放管服"工作要求与监管需求,制定湖北省中医备案诊所规范化建设标准。

Objective To understand the development status of TCM record-keeping clinics in Hubei Province,and put forward countermeasures and suggestions for its standardized construction.Methods Questionnaire survey was conducted in the practitioners of TCM case clinics and the public who had received the services of TCM(record)clinics in 13 cities of Hubei Province.And the experts of which were surveyed with structured interview.Results There were still some problems in terms of name,scope of treatment,qualification of personnel and visual identification,which needed to be normalized and standardized.Conclusion In order to promote the standardized development of TCM(record)clinics in Hubei and improve the public’s experience of medical treatment,it is necessary to formulate the standardization construction standards of TCM(record)clinics in Hubei by adapting to the work requirements and regulatory requirements of health administration departments and combining with the related supporting laws and regulations.
