城市轨道交通PPP项目票务管理重难点分析及对策

Analysis and countermeasures of diffi cult key points in fare management of urban rail transit PPP projects

为解决城市轨道交通PPP项目目前面临的票务管理问题,文章首先阐述PPP项目的运作模式,再从相关政策、票务界面划分、系统测试及APP端非客运业务收入界定4个方面分析PPP项目票务管理的重难点,最后提出相应的对策及建议,以期为提高城市轨道交通PPP项目票务管理水平提供参考和借鉴。

In order to solve the fare management problems faced by urban rail transit PPP projects,this paper first expounds the operating model of PPP projects,followed by an analysis of the difficult key points of fare management for PPP projects covering four aspects:relevant policies,division of the boundary for the fare settling,system test,and definition of non-passenger service revenue from nonpassenger services on the APP client.Finally,corresponding countermeasures and suggestions are proposed,expecting to provide reference for improving the quality of fare management for urban rail transit PPP projects.
