Social Protection: Value and Mission of Rural Social Work in Rural Vitalization

乡村振兴是实现我国农业农村现代化的总战略,也是我国"三农"工作的总抓手,更是我国农村社会工作中长期发展的总纲领。推进社会工作在乡村振兴战略中体现专业功能、获得专业发展空间,就要在发展使命上,以保护人民群众的基本社会权利、促进农村社会的健康发育为使命,将国家的社会福利通过有温度、人性化的服务转换为乡村弱势群体真正能感知的社会保护;在发展定位上,准确把握社会工作在乡村振兴战略中尚处于起步阶段的阶段特性,以乡镇社工站建设为契机组建农村社会工作服务网络;在发展取向上,应走出片面强调学院主义专业性、固守其关怀弱势的价值观,回归社会工作作为重要社会保护机制的本质,更为深入地扎根基层,给予农村居民面对面、零距离的服务和陪伴。这是现阶段农村社会工作的初心和底线,也是真正发挥社会工作在乡村振兴中不可替代的建设性功能的最重要体现。

The rural revitalization strategy is not only the general strategy to promote the modernization of agriculture and rural areas in China,but also the general program for the medium and long term development of rural social work in China.In terms of development orientation,it is necessary to accurately grasp the stage characteristics of social work in the initial stage of rural revitalization strategy and avoid too much involvement in the economy-centered developmentalism of local governments and departments which they are not good at.In terms of development orientation,it should not only emphasize strong academic professionalism,but adhere to its professional mission and values of caring for the disadvantaged,return to the essence of social work as an important social protection mechanism,go deep into the grassroots,and provide face-to-face and distance service and companionship to rural residents.In terms of development mission,rural social work should protect the basic social rights,promote the healthy development of rural society as the mission,the social policy to be transformed into the social protection of rural vulnerable groups,which is the initial aspiration of rural social work at the present stage,is also the bottom line of rural social work development.
