治理空间生产:人民政协参与社会治理的新路径——基于G市“有事好商量”平台的分析

Governance Space Production: A New Way for the CPPCC Participate in Social Governance——Analysis on the Platform of “Something Is Easy to Discuss” by the CPPCC in G City

政协协商同社会治理相结合是人民政协发挥专门协商机构作用的新形式。以往人民政协主要通过履行政治协商、民主监督、参政议政三大职能间接参与社会治理,但存在注意力分配不足和渠道受限的双重困境,缺乏足以支撑人民政协参与社会治理的空间。G市政协"有事好商量"民生实事协商平台的案例说明,人民政协可以通过生产社会治理空间促使其有效参与社会治理。G市政协通过借力党政部门权威划分社会治理空间范围、共同在场的情境化机制塑造治理规则和监督机制的空间延伸三大机制生产社会治理空间,使社会治理得以有效运转。人民政协通过治理空间生产形成参与共建共治共享社会治理的新路径,实现社会治理民主协商渠道的再建构。

The combination of CPPCC consultation and social governance is a new form for the CPPCC to play the role of a special consultative organization.In the past,the CPPCC indirectly intervened in social governance mainly by performing the three functions of political consultation,democratic supervision and participation in and discussion of state affairs.There was a dual dilemma of insufficient distribution of attention and limited channels,and there was a lack of social governance space to support the CPPCC to participate in social governance.The case of the people’s livelihood practical consultation platform of the CPPCC of G city shows that the CPPCC can support its participation in social governance through the production of social governance space.The CPPCC of G city produces social governance space through the three mechanisms of Party and government authority,situational and supervision.Among them,the authority of the party and government departments is used to divide the scope of social governance space,the situational mechanism of common presence is used to shape governance rules,restrict and guide the behavior of social governance subjects,and the supervision mechanism extends the social governance space from negotiation to practice.Through the governance of space production,the CPPCC has formed a new path to participate in and improve the social governance system of collaboration,participation,and common interests,and realized the construction of democratic consultation channels for social governance.
