区域经济均衡高质量发展与“双循环”新发展格局

Regional Balanced High Quality Economic Growth and‘Dual Circulation’New Development Structure

构建以国内大循环为主体、国内国际双循环新发展格局是我国应对国内外各种挑战和不确定性而提出的新时代重大战略决策。区域经济不平衡不充分发展是国内循环的短板,也是做大做强国内循环、促进国内国际双循环相互补充的潜力所在。本文着重从区域经济均衡高质量发展视角,分析其在构建新发展格局中的重要性和必然性。文章通过梳理现有关于双循环新发展格局的相关研究,有针对性地阐述双循环新发展格局的理论背景,利用最新统计数据进行分析,从区域经济均衡增长、区域经济绿色增长及高水平对外开放等视角,指出区域经济均衡高质量发展,不仅是双循环新发展格局的重要内涵,也是实现我国社会主义现代化强国目标的重要手段及实践路径。

Developing a new economic structure dominantly based on the domestic economic system with complementarity between the domestic and international economic systems,which is termed dual circulation,is an important policy decision articulated by the Chinese government to deal with the challenges and uncertainties arising from both inside the country and in the rest of the world in the new era.Unbalanced regional economic development is a major weakness of the domestic economy,but,at the same time,it presents a great opportunity for developing the new'dual circulation'structure.This paper primarily studies why regional balanced and high quality economic development is important as far as developing the'dual circulation'new structure is concerned.It reviews the existing literature and presents a theoretical mechanism with statistical analyses based on the newly released regional level data,aiming to reveal that regional balanced and high quality economic growth is not only an significant factor for the new development structure but also an important means and pathway to achieve the ambitious goal of the country in constructing a strong and modern socialist economy.
